High desert car care
The Bend car calendar
Snow, cinders, smoke, dust and big temperature swings are hard on cars. Here's what to do when.
Fall
Sept to Nov
- Book winter tires in September or October; shops get slammed with the first snow.
- Studded tires become legal Nov. 1.
- Test the battery before the first frost and replace wipers.
- Expect the tire pressure light on the first cold mornings.
Winter
Dec to Feb
- Carry chains or traction tires over the passes; watch the signs on Hwy 20, Hwy 58 and the road to Mt. Bachelor.
- Cinders spread on icy roads chip windshields. Fix chips before they crack.
- Wash off road grime under the car now and then.
- Keep the tank at least half full and a winter kit in the car.
Spring
Mar to May
- Studded tires must come off by March 31. After that it's a fine of nearly $200.
- Potholes and curbs knock alignments out; get it checked if the car pulls.
- Check brakes after a winter of mountain driving.
Summer
June to Aug
- Get the AC and cooling system checked before road trips and hot climbs.
- Swap the cabin air filter before smoke season.
- Dusty forest roads clog engine air filters fast.
- Book camper and van service before peak trip season.

Know the rules
Oregon car rules for Bend drivers
No emissions test in Bend
Oregon DEQ only requires vehicle emissions testing for cars registered inside the Portland and Medford areas. Bend and the rest of Central Oregon are not in those boundaries.
Studded tires: Nov. 1 to March 31
Studs are only legal in Oregon from Nov. 1 through March 31. ODOT says driving on studs outside those dates can bring a fine of nearly $200.
Chain signs on the passes
When signs require chains, most cars and SUVs under 10,000 lbs that aren't towing can use traction tires (studded tires or tires with the mountain and snowflake symbol) instead. Towing or heavier vehicles must chain up, and in severe conditions everyone may have to.
You get an estimate first
Oregon law (ORS 646A.482) requires a repair shop to prepare an estimate before starting work, describing the job and listing labor and parts costs, and to give you a copy.
Before you drive the passes, check TripCheck for road conditions and chain requirements.
Just moved here?
New to Bend: getting your car legal
Bend keeps growing, and the DMV questions come with it. Here's what Oregon requires for a car coming from another state.
- 1
Title and register within 30 days
Oregon DMV says new residents must title and register their vehicle within 30 days of moving here, and get an Oregon license if they plan to drive.
- 2
Get a VIN inspection
Out-of-state titled vehicles need a VIN inspection. DMV can do it, or a licensed Oregon dealer if you buy the car from them. If the car is still in another state, that state's DMV or a law enforcement officer can do it.
- 3
Skip the emissions test
Cars registered in Bend don't need a DEQ emissions test. That's only for the Portland and Medford areas.
- 4
Bend DMV
63085 N Hwy 97, Bldg L, Suite 110. Phone 541-388-6322. Appointments open up 30 days out, so check back often.

Central Oregon roads
Deer and elk on the highway
Deer and elk crossing the road are part of driving in Central Oregon, especially on the highways out of town.
- ODFW says deer and elk collisions peak in October and November, when migration and breeding put them on the move.
- ODOT crews remove about 6,000 deer struck by vehicles on Oregon roads each year.
- The wildlife crossings on Hwy 97 near Sunriver have cut wildlife-vehicle collisions there by nearly 90%, per ODFW.
- Slow down at dawn and dusk, especially on Hwy 97, Hwy 20 and Hwy 31, and watch for eyes on the shoulder.
- If you hit one: pull over safely, turn on your hazards and call 911 if anyone is hurt or the animal is blocking the road. Take photos for insurance.
- Oregon lets drivers salvage a deer or elk they hit, but you must fill out ODFW's free online permit first.

Most general shops do, including Happy Danes, Wade Bryant's, Elite Fleet and Chuck's. For diesel pickups, try Murry's Diesel, Barrett Performance or InterMountain Diesel. Dealer service is at Kendall Ford of Bend, Chevrolet of Bend and Lithia Chrysler Dodge Jeep Ram of Bend.
What should I do if I hit a deer near Bend?
Pull over safely, turn on your hazards and call 911 if anyone is hurt or the animal is in the road. Take photos for insurance, then get the car to a body shop like Team Body & Paint or Precision Body & Paint. ODFW says collisions peak in October and November.
Should I use the dealer or an independent mechanic?
Use the dealer for warranty repairs, recalls and some software updates. For maintenance and out-of-warranty repairs, a good independent shop is usually just as capable and often easier to book.
