What a property manager does
A full-service manager takes these off your plate. You still own the big calls: the budget, big repairs, whether to sell, and your taxes.
- 01
Sets the rent
Prices your home against nearby rentals and keeps increases within Oregon's cap.
- 02
Markets and shows it
Photos, listings on Zillow and the big sites, and showings so you don't have to.
- 03
Screens applicants
Credit, rental history and income checks, following Oregon's written-criteria rules.
- 04
Writes the lease
An Oregon-compliant lease and addenda, signed and stored.
- 05
Collects rent
Online rent payments, late notices and deposits into a clients' trust account.
- 06
Handles repairs
24/7 repair calls, vendor scheduling and snow, irrigation and furnace season prep.
- 07
Handles notices
Rent increase, termination and entry notices with the right timing.
- 08
Sends statements
Monthly statements and year-end reports for your taxes.
A manager makes sense if you…
- Live outside Central Oregon, or travel a lot
- Own a vacation rental that turns over every few days
- Own several units, or a duplex or bigger
- Don't want to learn Oregon's notice and deposit rules
- Want someone answering repair calls at 2 a.m. in January
You might self-manage if you…
- Live in Bend and have time for showings and repairs
- Have one long-term tenant who's been great for years
- Have a handyman, plumber and cleaner you trust
- Are comfortable with Oregon's landlord-tenant law (see below)
Compare quotes
What will each manager really cost?
Monthly percentages are only part of it. Type in two quotes and see the full first-year cost side by side. Nothing is saved or sent anywhere.
The starting numbers are just examples to play with. Of the Bend companies that post fees, Legacy lists 8% of collected rent and Utopia lists 8% to 10% with no leasing, renewal or setup fees. Always get every fee in writing.
Know the rules
Oregon landlord rules every Bend owner should know
Oregon's landlord-tenant law is detailed, and it changes often. A good manager handles all of this, but you're still the landlord. General information, not legal advice.
§ 1 · Rent cap
How much rent can go up
For 2026, the most you can raise rent is 9.5%. For 2027 it's 10%. No increase in the first year of a tenancy, only one increase per 12 months, and 90 days' written notice. Homes whose first certificate of occupancy is less than 15 years old are exempt from the cap.
Source: ORS 90.323 + Oregon DAS →§ 2 · Ending a tenancy
No-cause notices
In the first year, a month-to-month tenancy can end with 30 days' written notice. After the first year, you need a tenant cause or a qualifying landlord reason (like selling to a buyer who will live there, major renovations, or moving in yourself), 90 days' notice and one month's rent paid to the tenant. Landlords who own four or fewer units are exempt from that payment.
Source: ORS 90.427 →§ 3 · Deposits
Security deposits
Return the deposit, or a written accounting of what you kept and why, within 31 days after the tenant moves out. You can't deduct for normal wear and tear, and you can't raise the deposit in the first year.
Source: ORS 90.300 →§ 4 · Applications
Screening fees
Charge only what screening actually costs, give a receipt, and give applicants your written screening criteria first. An applicant pays only one screening fee per 60 days, no matter how many of your homes they apply for.
Source: ORS 90.295 →§ 5 · Licensing
Managers must be licensed
Managing rentals for someone else in Oregon takes a license from the Oregon Real Estate Agency. Property managers take a 60-hour course, pass an exam and must keep a clients' trust account for owners' and renters' money.
Source: Oregon Real Estate Agency →§ 6 · Vouchers
Housing Choice Vouchers
Oregon's source-of-income law protects renters who pay with a voucher. In Central Oregon, Housing Works pays its share of the rent straight to the landlord each month after a unit inspection. The state's Landlord Guarantee Program can help cover damage by voucher tenants.

Vacation rentals
Can I Airbnb my place? Short-term rental rules by area
Any stay under 30 days counts as a short-term rental. The rules depend on whether you're inside a city or out in the county. Pick your area.
- You need a City of Bend land use permit (Type I or Type II), plus a yearly operating license and a Bend business registration.
- Type I covers renting out up to two bedrooms in a home you live in, and whole-home rentals of 29 days a year or less.
- Type II is for full-time whole-home rentals in residential zones. It can't be approved if another approved whole-home rental is within 500 feet.
- You must give neighbors within 250 feet a 24/7 contact, and renew every year with proof the home was rented at least once.
- Collect Bend's 10.4% room tax, plus the state lodging tax.
🧾 Oregon's state lodging tax is 1.5% through December 31, 2026, and goes up to 2.75% starting January 1, 2027.

Renting in Bend through a property manager
Many Bend rentals are run by property managers like the ones on this page. Here's how to get ahead.
Search the managers directly
Most companies on this list post their open rentals on their own websites before or alongside Zillow. Check a few every day when you're looking.
One screening fee per 60 days
In Oregon, a landlord or manager can charge you only one screening fee within 60 days, even if you apply for several of their homes. They have to show you their criteria first.
Know your deposit rights
You should get your deposit back, or a written list of what was kept and why, within 31 days after you move out.
Using a voucher?
Oregon law protects renters who pay with a Housing Choice Voucher. Housing Works runs the program in Central Oregon.

Questions
Bend property management FAQ
Who are the best property management companies in Bend, Oregon?
Our picks are Velocity Property Management for single-family homes, Legacy Property Management for clear published pricing, High Country Property Management for a family-run company, Ridgeline Property Management for duplexes and apartment buildings, and Bend Property Management for the longest track record (since 1986). For vacation rentals, see Village Properties in Sunriver. For HOAs, see Aperion Management Group. For commercial space, see Northwest Key.
How much does property management cost in Bend?
Of the Bend companies that post their fees, Legacy Property Management lists 8% of collected rent and Utopia Management lists 8% to 10% with no leasing, renewal or setup fees. Most others give you a quote. Beyond the monthly fee, ask about leasing fees for each new tenant, renewal fees, setup fees, repair markups and cancellation terms. Our fee comparer on this page shows what each quote costs you over a year.
Does a property manager need a license in Oregon?
Yes. Anyone managing rentals for someone else for pay needs a license from the Oregon Real Estate Agency, either a property manager license or a broker or principal broker license. Property managers take a 60-hour course, pass an exam and keep a clients' trust account for rent and deposits. You can look up a license on the agency's website.
How much can a landlord raise rent in Oregon in 2026 and 2027?
The cap is 9.5% for 2026 and 10% for 2027, set each year by the Oregon Department of Administrative Services. Rent can't go up in the first year of a tenancy, can go up only once every 12 months, and needs 90 days' written notice. Homes whose first certificate of occupancy is less than 15 years old are exempt from the cap.
Can a landlord end a lease without cause in Oregon?
Only in the first year of occupancy, with 30 days' written notice. After the first year, a landlord needs a tenant cause or a qualifying landlord reason (such as selling to a buyer who will live there, major repairs, or moving in), must give 90 days' notice and must pay the tenant one month's rent. Landlords who own four or fewer units are exempt from the payment. This is general information, not legal advice.
How long does a landlord have to return a security deposit in Oregon?
31 days after the tenancy ends and the tenant moves out. Within that time the landlord must return the deposit or give a written accounting of what was kept and why. Normal wear and tear can't be deducted.
Can I Airbnb my house in Bend?
Yes, with permits. Inside Bend city limits you need a land use permit (Type I or Type II), a yearly operating license and a business registration. A full-time whole-home rental in a residential zone can't be approved if another approved one is within 500 feet. If you live in the home, you can rent up to two bedrooms under a Type I permit.
What is the room tax on vacation rentals in Bend and Sunriver?
Inside Bend it's the city's 10.4% room tax. In Sunriver, Black Butte Ranch and other areas outside city limits it's Deschutes County's 8%. On top of either, Oregon's state lodging tax is 1.5% through 2026 and 2.75% starting January 1, 2027. Airbnb and VRBO collect much of this, but you still have to register and file reports.
Who manages vacation rentals in Sunriver?
Village Properties, Sunriver Resort Vacation Properties, Bennington Properties, Portoro, Central Oregon Vacation Homes and Basecamp Vacation Rentals all manage Sunriver vacation homes. Village Properties and Sunriver Resort Vacation Properties are based in Sunriver itself.
Who are the HOA management companies in Bend?
Aperion Management Group, Mile High Management, HOA Management, Inc. and The Management Trust all manage homeowners associations in Bend. RealWise (through Fieldstone Management) and Lava Ridge Rentals also work with HOAs.
Who manages commercial property in Bend?
Northwest Key, Fratzke Commercial Real Estate and Compass Commercial focus on commercial space. Prophecy Properties in Redmond, plus Mt. Bachelor, LivWell, Arise and RealWise, also take commercial properties.
Who are the property management companies in Redmond, Oregon?
High Desert Property Management and Prophecy Properties are based in Redmond. Velocity, Utopia, Deschutes Property Management, LivWell, Arise, RealWise, Lifestyles and Legacy also manage rentals in Redmond.
Who manages rentals in La Pine and Sisters?
In La Pine, La Pine Property Management Services and Feff Group are local, and Lifestyles, LivWell and Velocity also cover the area. In Sisters, South Sister Property Management and Ponderosa Properties are local, and Velocity, Legacy, Deschutes Property Management and Utopia also serve Sisters.
What fees can a landlord charge a rental applicant in Oregon?
Only a screening fee that covers the actual cost of screening, with a receipt. Before taking it, the landlord has to give you written screening criteria and explain the process. You can only be charged one screening fee per 60 days by the same landlord or manager.
Do Bend property managers accept Section 8 vouchers?
Oregon's source-of-income law protects renters who pay with a Housing Choice Voucher, so landlords and managers can't turn someone down just for having one. In Central Oregon, Housing Works pays its share of rent directly to the landlord each month.
Should I hire a property manager or manage my rental myself?
Self-managing saves the monthly fee, but you take on screening, Oregon notice rules, repairs at all hours, deposits and taxes. A manager makes the most sense if you live out of the area, own several units, own a vacation rental, or don't want to learn Oregon's landlord rules. Interview two or three and use the checklist on this page.
How do I switch property management companies?
Read the cancellation section of your current agreement first; some companies require notice or charge a termination fee, and others, like Legacy, let you leave with 30 days' notice. Your new manager should help move the lease, tenant deposits (held in a clients' trust account) and records over.
