New to this?

Who should I call, or can I do it myself?

It depends on how much you're changing, and whether anything moves inside the walls.

"The tub is fine. I just want a walk-in shower."

Call a tub + shower specialist

One-piece acrylic or solid-surface systems go in over a day or two, often without opening walls. Good for accessibility.

Try: Powers, Bath Techs, Bath Tune-Up

"Same layout, but new everything."

Call a bathroom remodeler

Down to the studs with a tiled shower, new vanity, fan and wiring, but the toilet, shower and sink stay put.

Try: Rockin' K, Branch Brothers, K2

"Bigger shower, double vanity, steal the closet."

Call a design + build firm

When fixtures move and walls change, one company designs, permits and builds it.

Try: Surface, Neil Kelly, Sierra James

"I can handle paint and a new faucet."

Do it yourself

Oregon lets owners swap a toilet, sink or faucet, regrout and retile without a permit. Moving pipes in a wall, new circuits or a new fan need permits, which owners can pull for their own (non-rental) home.

Help: toilet installers, plumbers, handymen

Budget

What does a bathroom remodel cost in Bend?

Two kinds of numbers, both dated: what Bend-area companies post on their own sites (checked October 23, 2026), and the 2025 Cost vs Value report, the newest edition, for Medford, the only Oregon city it covers.

Cost vs Value 2025: Medford, Oregon vs the Pacific region

Midrange bath remodel

$25,664Medford, OR average

Pacific region $27,710 · U.S. $26,138

Update a 5×7 bath: new tub with tile surround, pressure-balanced shower valve, toilet, solid-surface vanity, tile floor.

Recoups about 85.2% at resale in Medford (91% Pacific region).

Universal design bath remodel

$42,393Medford, OR average

Pacific region $45,921 · U.S. $42,183

Make a 5×7 bath wheelchair-accessible: zero-threshold shower, 36-inch door, switches at sitting height.

Recoups about 65.9% at resale in Medford (56.8% Pacific region).

Upscale bath remodel

$80,373Medford, OR average

Pacific region $86,863 · U.S. $81,612

Expand a 35 sq ft bath to 100 sq ft and move every fixture: tile shower, freestanding tub, stone double vanity, heated floor.

Recoups about 45.5% at resale in Medford (44.5% Pacific region).

Midrange bathroom addition

$58,681Medford, OR average

Pacific region $65,326 · U.S. $60,645

Add a new 6×8 full bath over a crawlspace.

Recoups about 52.4% at resale in Medford (57.5% Pacific region).

  • What moves the number most: moving plumbing. Rockin' K says relocating a drain is the single biggest jump, because floors open up and rough-in is paid twice.
  • Then tile: how much wall you cover and the tile size drive labor more than price per square foot. Large-format tile on an uneven floor costs more to set.
  • Shower glass and the vanity are the next big swings. Ask what allowance the bid assumes for each.
  • Keep 10 to 20% aside. Old Bend baths can hide rotted subfloor from a slow leak, and pre-2004 homes need an asbestos survey before demo.

City of Bend

Do you need a permit to remodel a bathroom in Bend?

Oregon's rules decide what needs a permit; the City of Bend issues them inside city limits. Swapping fixtures and retiling doesn't. Moving pipes, new wiring and a new fan do.

Bathroom workPermit
Replace a toilet, sink or faucet (not inside the wall)No permit
Regrout or resurface shower walls; new tile, vanity, countersNo permit
Like-for-like light fixture, outlet or switchNo permit
Move a drain, toilet or shower valve; alter pipes in a wall or floorPlumbing permit
Replace the water heaterPlumbing permit
Install a bath exhaust fanMechanical permit
New circuits, outlets, lights or a heated floorElectrical permit
Move or remove a wall, add a window, or create a new bathroomBuilding permit (plus trade permits)

From the Oregon Building Codes Division's permit guide and OAR 918-780-0035 (minor plumbing repairs). A licensed plumber can use a state minor label for a water heater swap. When unsure, ask the Permit Center.

Apply online

Inside Bend city limits, permits go through the City’s Online Permit Center (CityView). Your contractor usually applies; homeowners can too.

Plans as PDFs

Bend’s Residential Submittal Checklist (revised Sept. 2, 2026) asks for PDF files under 40 MB, drawn to scale and no smaller than 11x17, with any engineering stamped.

Interior-only is lighter

For a remodel that stays inside the house, the checklist skips the site plan, sidewalk, driveway and stormwater sections.

Asbestos survey

Homes with four or fewer units built before Jan. 1, 2004 need an asbestos survey before a remodel permit that includes demolition, and an abatement report if asbestos turns up (Oregon DEQ rule).

Timing

The City says permits take anywhere from a few days to several weeks, depending on the project. It posts a live Permit Center timelines report.

Inspections

Inspections are booked online at stages like framing, electrical, plumbing and final. A permit expires if no inspection is requested for 180 days.

Doing it yourself

Homeowners may do work on their own home, but not on a home that is rented or leased. That work needs a licensed contractor.

Walk-ins welcome

Permit Center at City Hall, 710 NW Wall St. Staff answer questions Monday to Friday, 9 a.m. to 4 p.m. Call 541-388-5580 or email permitcenter@bendoregon.gov.

Outside Bend city limits? Unincorporated areas like Tumalo, Deschutes River Woods and Sunriver go through Deschutes County. In Redmond, Sisters or La Pine, start with your city.

Schedule

How long a bathroom remodel takes

A full remodel in the same footprint, start to finish. A tub-to-shower swap skips most of this. Neil Kelly quotes 2 to 5 months for a refresh, 4 to 6 for a same-footprint bath and 6 to 9 when walls move, design included.

  1. 1

    Bids and design

    2 to 6 weeks

Pick tile, vanity, fixtures and glass. Bigger firms start with a paid design or costing agreement.

  2. 2

    Order materials

    2 to 8 weeks

Custom vanities and shower glass take longest. Glass is measured after tile, so plan a short wait at the end.

  3. 3

    Permits

    Days to a few weeks

Plumbing, electrical and mechanical permits are usually quick. Pre-2004 homes need an asbestos survey before demo.

  4. 4

    Demolition

    1 to 3 days

Often reveals subfloor damage from old leaks. That's where the 10 to 20% cushion goes.

  5. 5

    Rough-in and inspection

    1 to 2 weeks

Drain, valve, wiring and fan duct, plus blocking for grab bars, then the City inspection before walls close.

  6. 6

    Waterproofing

    2 to 5 days

Mortar bed and membrane need cure time. Rockin' K says doing it properly adds days but makes the shower last.

  7. 7

    Tile, vanity, fixtures

    1 to 3 weeks

Tile first, then the vanity, counter, toilet, lights and trim.

  8. 8

    Glass and final

    1 to 3 weeks

Shower glass is measured after tile and installed last; the final inspection closes the permit.

Materials

Picking a shower, floor and vanity

Tiled shower $$$

Good for: Custom sizes, benches, niches, curbless entries

Care: Seal grout; pick larger tile for fewer lines

Watch out: Only as good as the waterproofing behind it

One-piece or panel system $ to $$

Good for: Fast swaps, rentals, accessible showers

Care: No grout to clean

Watch out: Fewer sizes and looks; ask about the warranty

Porcelain floor tile $$

Good for: Wet floors, radiant heat, dogs

Care: Very low

Watch out: Cold on January mornings without a heated floor

Luxury vinyl plank $

Good for: Budgets, kids' baths, rentals

Care: Low; waterproof surface

Watch out: Seams and edges at the tub need careful sealing

Wood vanity $$

Good for: Warmth; white oak and walnut are Bend favorites

Care: Wipe splashes; keep the fan running

Watch out: Dry winters move solid wood; plywood boxes hold up better

Making the most of a small Bend bathroom

  • Swap the tub for a walk-in showerOften the single biggest space gain in a 5×8 hall bath, and easier for guests and aging knees.
  • Wall-hung vanity and toiletShowing more floor makes the room feel bigger and easier to clean.
  • Niches instead of caddiesRecessed shelves between studs; plan them before the wall closes.
  • A pocket or barn doorFrees the swing space a standard door eats.
  • Big mirror, better lightBend's low winter sun means you'll rely on good lighting above the mirror.

Bend-specific things to plan for

  • Vent the fan outsideBend air is dry, but a shower still needs a fan sized for the room and ducted outdoors, not into the attic. It's a mechanical permit.
  • Heated floorsPopular here for cold mornings. Electric mats need a dedicated circuit and an electrical permit.
  • Pipes on outside wallsSingle-digit nights freeze pipes in uninsulated exterior walls. Keep supply lines on interior walls where you can.
  • Grab bar blockingSolid wood in the walls now means grab bars can go in later without hunting for studs.

Bend-specific things to ask

  • Whose name is on the license? Many brands are licensed under another legal name: Powers Bath & Remodel is Deschutes Home Renovations LLC, DCR Northwest is Dannunzio Construction & Renovation LLC. Match the CCB number on the contract.
  • Older house? Before 1978, the contractor needs a CCB lead-based paint renovation license. Before 2004, an asbestos survey comes before a demo permit.
  • Only one bathroom? Ask how many days you'll be without a toilet and shower, and plan around it.
  • Rental or short-term rental? Bend lets owners do their own work, but not on a home that's rented or leased.

Save water and energy

Bend rebates and savings for a new bathroom

Small, real programs worth knowing before you buy fixtures.

$80 per toilet

City of Bend water customers get $80 per WaterSense toilet that uses 1.28 gallons per flush or less, up to two. Buy and install first, then apply on the City's WaterSmart portal within 90 days with an itemized receipt and a photo of the model.

Free conservation kit

The City also gives water customers a free indoor conservation kit with a low-flow showerhead and faucet aerators. Request it on the City's water conservation page.

Heat pump water heater

If the water heater lives near the bath and is due for replacement, a heat pump model uses far less electricity. Check Energy Trust of Oregon for current incentives. A replacement needs a plumbing permit.

Know your water provider

Bend homes may be on City of Bend water, Avion Water, another district or a private well. The toilet rebate is for City of Bend water accounts only; ask your provider if you're elsewhere.

Donate the old vanity

The Bend Redmond Habitat ReStore at 224 NE Thurston Ave takes clean, complete, working fixtures and cabinets. Knott Landfill's transfer station handles the rest.

Questions

Bathroom remodeling in Bend: FAQ

Who are the best bathroom remodelers in Bend?

Our picks are Surface Kitchen & Bath for a kitchen and bath specialist with a showroom, Neil Kelly for clear scopes and prices, Rockin’ K General Contracting for tile showers, Branch Brothers for posted prices by bath size, Powers Bath & Remodel for fast tub-to-shower swaps and Bath Techs for accessible showers. Call two or three and compare written estimates.

How much does a bathroom remodel cost in Bend, Oregon?

Bend-area companies post $9,000 to $16,000 for a tub or shower replacement (Powers Bath & Remodel), $15,000 to $40,000 for a refresh, $35,000 to $60,000 for a full remodel in the same footprint (Rockin’ K) and $60,000 to $95,000+ when fixtures move. In the 2025 Cost vs Value report for Medford, Oregon, a midrange bath averaged $25,664 and an upscale bath $80,373.

Do I need a permit to remodel a bathroom in Bend?

Not to replace a toilet, sink or faucet, retile or put in a new vanity. You need a plumbing permit to move a drain or alter pipes inside a wall or floor, an electrical permit for new circuits or a heated floor, and a mechanical permit to install a bath fan. Moving a wall or creating a new bathroom needs a building permit. Inside Bend city limits, apply through the City of Bend Online Permit Center.

How long does a bathroom remodel take?

A one-piece tub-to-shower conversion can take one or two days. A refresh takes 2 to 4 weeks of work and a full gut 3 to 6 weeks, plus design, ordering and permits. Neil Kelly quotes 2 to 5 months start to finish for a refresh, 4 to 6 for a same-footprint bath and 6 to 9 when walls move.

Is a tub-to-shower conversion worth it?

For many Bend households, yes: a walk-in shower is easier to use and posted local prices start around $9,000. If it is the only tub in the house, keep in mind families with small kids may want one bath with a tub.

Does a bathroom remodel add value to a Bend home?

In the 2025 Cost vs Value report, a midrange bath remodel recouped about 85% of its cost at resale in Medford, Oregon, and 91% across the Pacific region. An upscale bath recouped about 45%, and a universal design bath 66% in Medford.

Is there a rebate for a low-flow toilet in Bend?

Yes. City of Bend water customers can get $80 per toilet, up to two, for WaterSense toilets that use 1.28 gallons per flush or less. Apply through the City’s WaterSmart portal within 90 days with an itemized receipt and a photo. The City also offers a free indoor conservation kit with a showerhead.

Do I need a lead-safe contractor for my bathroom?

If your home was built before 1978 and the work disturbs painted surfaces, Oregon requires a contractor with a CCB lead-based paint renovation license. For homes built before 2004, an asbestos survey is required before a remodel permit that includes demolition; old vinyl floors and some joint compounds can contain it.

What should I ask about the shower before I sign?

Ask what goes behind the tile. Rockin’ K, for example, builds showers on a sloped mortar bed with a bonded waterproof membrane instead of a plastic liner. Also ask whether the fan is sized for the room and vented outdoors, and whether they add blocking for grab bars.

Can I do my own bathroom remodel in Bend?

Yes, homeowners can do work on their own home and pull their own permits, but not on a home that is rented or leased. Anyone you pay must hold an Oregon CCB license.
