25 of 26 have an active Oregon CCB license in the state's data as of October 23, 2026; 10 also hold the lead-based paint renovation license. "Licensed since" is when the current license was first issued, so a company can be older than its license. Always re-check on the CCB license search before you sign.

Two kinds of numbers, both dated: what Bend-area companies post on their own sites (checked October 23, 2026), and the 2025 Cost vs Value report, the newest edition, for Medford, the only Oregon city it covers, next to the Pacific region and U.S. averages.

Source: Remodeling magazine / JLC Cost vs Value 2025, published June 2025. Bend labor costs tend to run closer to the Pacific region figures than to Medford's. For kitchen-specific numbers see the kitchen guide; for baths, the bathroom guide.

  • What moves the number most: moving plumbing and walls. Rockin' K and Neil Kelly both call layout changes the biggest price jump.
  • Keep 10 to 20% aside for surprises. Older Bend houses can hide rot, undersized wiring or asbestos in old flooring and joint compound.
  • Allowances are where bids differ: two bids can look far apart because one assumes a $300 vanity and the other a $3,000 one. Compare line by line.
  • Permit fees are based on the project's value. Ask whether the bid includes them.

City of Bend

Which remodels need a permit in Bend?

Oregon's statewide rules decide what needs a permit; the City of Bend issues them inside city limits. Finish work doesn't need one. Wiring, plumbing, fans, walls and new living space do.

WorkPermit
Paint, flooring, tile, cabinets, countertopsNo building permit
Replace doors and windows with no structural changeNo building permit
Repair or replace siding, gutters, insulationNo building permit
Deck 30 inches or less above grade; fence under 7 feetNo building permit
New wiring, outlets or light fixturesElectrical permit
Move plumbing, or alter pipes inside a wall or floorPlumbing permit
Replace a water heater; add a bath or range fanPlumbing / mechanical permit
Add, move or remove walls; cut a new window or doorBuilding permit
Finish an attic, garage or basement into living spaceBuilding permit
Add a room, an ADU, or a deck over 30 inchesBuilding permit with plans

From the Oregon Building Codes Division's permit guide for one- and two-family homes. Some small electrical and plumbing jobs can use a state minor label. Found old work done without a permit? See our unpermitted work guide.

Apply online

Inside Bend city limits, permits go through the City’s Online Permit Center (CityView). Your contractor usually applies; homeowners can too.

Plans as PDFs

Bend’s Residential Submittal Checklist (revised Sept. 2, 2026) asks for PDF files under 40 MB, drawn to scale and no smaller than 11x17, with any engineering stamped.

Interior-only is lighter

For a remodel that stays inside the house, the checklist skips the site plan, sidewalk, driveway and stormwater sections.

Asbestos survey

Homes with four or fewer units built before Jan. 1, 2004 need an asbestos survey before a remodel permit that includes demolition, and an abatement report if asbestos turns up (Oregon DEQ rule).

Timing

The City says permits take anywhere from a few days to several weeks, depending on the project. It posts a live Permit Center timelines report.

Inspections

Inspections are booked online at stages like framing, electrical, plumbing and final. A permit expires if no inspection is requested for 180 days.

Doing it yourself

Homeowners may do work on their own home, but not on a home that is rented or leased. That work needs a licensed contractor.

Walk-ins welcome

Permit Center at City Hall, 710 NW Wall St. Staff answer questions Monday to Friday, 9 a.m. to 4 p.m. Call 541-388-5580 or email permitcenter@bendoregon.gov.

Outside Bend city limits? Unincorporated areas like Tumalo, Deschutes River Woods and Sunriver go through Deschutes County. In Redmond, Sisters or La Pine, start with your city.

Schedule

How a Bend remodel unfolds

A typical kitchen, bath or multi-room remodel, start to finish. Smaller jobs skip steps; additions and ADUs stretch the design and permit stages.

  1. 1

Find a pro and scope it

    2 to 6 weeks

Get two or three bids on the same scope. Spring and summer fill first, so call in winter for a summer start.

  2. 2

    Design

    3 to 12 weeks

Design-build firms usually start with a paid design or costing agreement. Additions need full plans and a site plan.

  3. 3

    Order materials

    2 to 12+ weeks

Custom cabinets, windows and shower glass take longest. Don't start demo until they have a firm date.

  4. 4

    Permits

    Days to several weeks

The City of Bend's own estimate. Pre-2004 homes need an asbestos survey before a demo permit.

  5. 5

    Demolition

    A few days

Donate usable cabinets, fixtures and doors to the Bend Redmond Habitat ReStore first.

  6. 6

    Rough-in and inspections

    1 to 4 weeks

Framing, plumbing, electrical and ducting, then City inspections (booked online) before walls close.

  7. 7

    Finishes

    2 to 6 weeks

Drywall, tile, cabinets, counters, flooring, paint and trim, roughly in that order.

  8. 8

    Punch list and final

    1 to 2 weeks

Walk through with your contractor, then the final inspection closes the permit.

Bend-specific things to ask

  • Whose name is on the license? Many brands are licensed under another legal name (DCR Northwest is Dannunzio Construction & Renovation LLC; Powers Bath & Remodel is Deschutes Home Renovations LLC). Match the CCB number on the contract.
  • Older house? Before 1978, the contractor needs a CCB lead-based paint renovation license. Before 2004, an asbestos survey comes before a demo permit.
  • Rental or second home? Bend lets owners do their own work, but not on a home that's rented or leased.
  • HOA? Sunriver, Black Butte Ranch, Broken Top, Tetherow and many Bend neighborhoods have rules on exterior changes, dumpsters, parking and work hours.

Bend remodeling tips

High desert weather, older westside homes and a short building season all shape a Bend remodel.

Older westside homes

Some houses near downtown date to Bend's early-1900s mill-town years, and many across town were built before 1978. Expect surprises in the walls, and budget for lead-safe work (pre-1978) and an asbestos survey (pre-2004).

Hard freezes

Single-digit nights happen. Keep new supply lines out of uninsulated exterior walls, insulate under sinks on outside walls and add shutoffs you can reach.

Wildfire and smoke

Remodeling the exterior is a chance to harden the house: ember-resistant vents, noncombustible siding near the ground and clear gutters. A tight house with good filtration also helps on smoky days.

Dry air moves wood

Let wood floors and trim acclimate before install, and lean toward engineered flooring. Solid wood shrinks in dry winters with the heat on.

A short exterior season

Roofing, siding, additions and decks are easiest from spring through fall. Design and permit over winter so you're ready to build when it warms up.

HOAs and second homes

Sunriver, Black Butte Ranch and many Bend subdivisions review exterior changes. For rentals and second homes, pick durable finishes and remember owner-builder work isn't allowed on rented homes.

Water rebates

City of Bend water customers get $80 per WaterSense toilet (up to two) through the City's WaterSmart portal. If you're on Avion or another water district, ask your provider.

Donate before demo

The Bend Redmond Habitat ReStore at 224 NE Thurston Ave takes clean, working cabinets, fixtures, doors and appliances. Knott Landfill's transfer station takes the rest.

Electrify while walls are open

A remodel is the cheapest time to add circuits for induction, a heat pump water heater or an EV charger. Check Energy Trust of Oregon for current incentives.

Home remodeling in Bend: FAQ

Who are the best home remodeling companies in Bend, Oregon?

Our picks are Neil Kelly for all-in-one design and build, Sierra James Construction for big or complicated remodels, DCR Northwest for whole-home updates, Branch Brothers Construction for posted prices, Total Home Solutions for kitchens and baths on a set budget and Bend Craftsmen Company for a small owner-run builder. Call two or three that do your kind of project and compare written bids on the same scope.

How much does a home remodel cost in Bend?

It depends on the room. Bend-area companies post $15,000 to $45,000+ for bathrooms (Total Home Solutions), $25,000 to $95,000+ for full gut baths (Branch Brothers) and $40,000 to $150,000+ for kitchens. In the 2025 Cost vs Value report for Medford, the closest Oregon market, a midrange bath averaged $25,664, a major midrange kitchen $75,822, a basement $48,679 and an ADU $151,095. Whole-home remodels usually start around $150,000.

Do I need a permit to remodel in Bend?

Not for finish work: Oregon exempts paint, tile, flooring, cabinets, countertops and same-size window and door swaps. You need trade permits for new wiring, moved plumbing, water heaters and new fans, and a building permit to move walls, cut new openings, finish a basement, attic or garage into living space, or build an addition, an ADU or a deck over 30 inches. Inside city limits, apply through the City of Bend Online Permit Center.

How long do City of Bend remodel permits take?

The City says anywhere from a few days to several weeks depending on the project, and it posts a live Permit Center timelines report. Trade-only permits are quick; anything that changes structure or adds space goes through plan review. A permit expires if no inspection is requested within 180 days.

Can I do my own remodel in Bend?

Yes. Homeowners can work on their own home and pull their own permits, but not on a home that is rented or leased; that work needs a licensed contractor. Anyone you pay for construction work must hold an Oregon CCB license.

Which remodels add the most value in Central Oregon?

In the 2025 Cost vs Value report for Medford, Oregon, a garage door replacement recouped 239% of its cost, fiber-cement siding 140% and a midrange minor kitchen remodel 115%. Midrange baths recouped 85% and basements 80%, while big additions and upscale remodels recouped 19% to 53%. Large projects are mostly for how you live, not resale.

Should I hire a design-build firm or a general contractor?

A design-build firm like Neil Kelly, Sierra James or DCR Northwest designs and builds under one contract, which is simpler for a big remodel. A general contractor builds from a plan, so you can hire an architect or designer first and get several bids on the same drawings. Design-build is easier; separate design gives you more price comparison.

What if my house was built before 1978 or 2004?

Before 1978, Oregon requires contractors who disturb painted surfaces to hold a CCB lead-based paint renovation license; our compare table marks which companies have one. For homes with four or fewer units built before Jan. 1, 2004, an asbestos survey is required before a remodel permit that includes demolition.

How do I check a Bend contractor’s license?

Search the Oregon Construction Contractors Board (CCB) license lookup by name or number. It shows status, bond, insurance and complaints. The license is often under a different legal name than the brand; Powers Bath & Remodel, for example, is licensed as Deschutes Home Renovations LLC.

When is the best time to remodel in Bend?

Interior work happens year-round. Exterior work, additions and decks are easiest from spring through fall, so good builders book up by late winter. Start design and permits in the off-season so you are ready to build when the weather turns.
